Every Dra'an settlement places at its centre one stone slab from the original fallen palace, where the Last Emperor ruled before succumbing to his madness. These headquarters are built in the royal style, their halls constructed to old plans drawn up to accommodate so many more souls than all Dra'an that yet live. Its mournful quiet is repurposed as a meditative calm before the storm.
